Doctor Tristan Adams begins to revolutionize and Humanize prisons and the treatment of prisoners by developing new methods to treat the criminally insane. Meanwhile, the Federation begins to convert a number of their penal colonies over to asylums to treat inmates, rather than to "cage" them up.
An exotic fungus destroys most of planet Tarsus IV's food supply.
In October, the USS Enterprise was the first Federation ship to reach Tarsus IV with food and supplies for the famine-stricken colony; however, interference from the Klingon warship IKS Kut'luch delayed their arrival causing the execution of 4,000 colonists at the hands of Kodos the Executioner.
