Charles Otieno is a Human male Starfleet officer in the 24th century.
As of 2385, he was assigned as Fighter Group Command Officer of the Tactical Fighter Group aboard the Invincible-class Fleet Carrier-Command Battleship prototype USS Invincible, which is attached to the Vanguard Fleet and to Vanguard Command.

Charles Otieno was born in Copernicus City, on the Earth's moon, on 2329.
Starfleet Academy[]
Otieno joined Starfleet Academy in 2344 and graduated in 2348, with specializations in astronavigation, piloting, and tactical maneuvering.
Starfleet Career[]
Combat[]
Since his graduation from Starfleet Academy in 2348 up to the present, he had been present in all major combat encounters with other hostile alien races. Otieno had been a soldier for most of his service, with numerous citations for bravery in combat. He was either a Tactical Officer on the bridge, a combat away team leader, or a fighter pilot.
Vanguard Command[]
In 2385, Otieno was chosen by Rear Admiral Jean-Luc Picard to serve as Fighter Group Command Officer of the Tactical Fighter Group of the Invincible-class Fleet Carrier-Command Battleship prototype USS Invincible.
Starfleet Performance Evaluation[]
Charles Otieno is perhaps the best fighter pilot ever produced by Starfleet. Though there is debate on which between him, Tom Paris and Mark McHenry is really the top pilot in Starfleet, it has remained unresolved. The three had many simulated dog fights in the holodecks of Station Frontier since Vanguard Command became operational, but not one of them has managed to outscore the others in terms of total wins. One would say they are practically evenly matched.
Otieno is a long-time veteran of Starfleet battles. He is gruff and sometimes rather unlikable, but is an excellent tactician and leader who commands the loyalty of the flight crew under his command and the respect of his fellow senior officers on the Invincible. Otieno is intelligent, cunning, canny, resourceful and sneaky. His success as a tactician is due in part to his ability to sense imminent danger, and anticipate his enemies' moves. Edward Jellico sees him as an unpredictable maverick and a cowboy, and Jean-Luc Picard has observed that reverence was never one of Otieno's strong suits. Otieno feels that, deep down, he is a savage, and that any appearance of civilization on his part is a façade that he wears like a cloak.
