The Confederation of Earth (COE) is a galactic power that occupies much of the known Alpha and Beta Quadrants. It is a xenophobic expansionist oligarchy, with United Earth's near total control of the government and relentless expeditions into alien territories.
History[]
Government[]
The COE has an oligarchical government that upholds the ideology of "Cochranist-Yamakagean Humanitism". United Earth holds de facto control over the entire government, and most member states act more akin to puppet states.
Presidency[]
President of the Confederation of Earth acts as the Head of Government for the Confederation. The President also serves as the Head of Legislature and the Supreme Commander of the Confederation Corps.
The President is selected by the Electorial Conclave, the process of which is classified under the principle of the Enigma Essential. President's term is officially unlimited, but they usually resign before they are 100 years old as a gesture of respect for President Emeritus Jonathan Archer.
As a tradition, the President of the Confederation is automatically granted the title of the President of Earth, but that title is ceremonious in nature, with the Prime Minister of United Earth holding actual power.
Executive[]
After the Ecumenical Council of Qiqiao, the executive branch is decentralised, returning most executive power to state governments. The current executive branch consists of the Presidential Supervision, 20 Confederal Bureaus, the Confederation Corps and 11 Congregations.
Supervision[]
The Presidential Supervision reports directly to the President about the governing of the states. Led by the Supervisor-in-chief, the Supervision ensures all the states of the COE adhere to the authority of the President.
Legislature[]
The Confederation General Assembly is the lower house of the COE. Representatives are assembled every year by the President, it is responsible for policy and law-making, passing government budgets and de jure, laicisize College Peers. The President acts as the Chairman of the General Assembly.
The number of seats on the Assembly are determined by population, currently 1 seat represents around 600 million citizens. However in practice, 1 billion would be a better approximation as populations are often underreported. Some "member states" didn't even accept the invitation, but are represented ceremoniously.
As the upper house, the Confederal College is responsible for reviewing the bill passed in the Assembly, setting out proposals and making amendments to the Basic Constitution. The College never assembles its entirety except for the rare Ecumenical Councils, instead functions in Committees with external committee members.
The College Peers are nominated directly by the President directly and sometimes act as advisors to the President.
Judiciary[]
The Confederation Magistracy is led by the First Magistrate of the Supreme Court. The First Magistracy is seen as the highest judicial power within the Confederation with its infallible status.
The Magistracy also provides Exegeses of the Principal Constitution, as a guide for legislation.
Membership[]
By 2420, there are 226 member states wthin the COE, classified into three categories.
Colonies[]
A colony, officially a Representative Client State, is a member state that isn't represented in the government, instead rely on United Earth for all decisions. In other word, they are completely subservient to United Earth.
Colonies are ruled by a Governor appointed by UE Department of Extraterrestrial Affairs.
Confederated states[]
Confederated state is the most numerous type of membership in the Confederation. De jure, they retained an autonomous local government, are represented in the Assembly, and are supervised by appointed Overseers.
In reality, different members have different level of autonomy. Some states e.g. the Republic of Terra Nova, are basically self-governing bodies and the Overseers seldom involve in local management; others, e.g. the Rigelian State, the Overseer holds more power than the Rigelian Chancellor.
Protectorates[]
Protectorates enjoy the highest degree of autonomy, however they are the least numerous (3 in the year 2419). They only need to pay tribute to the Confederation and establish their laws according to the Principal Constitution.
Military[]
As a highly militaristic regime, the Confederation government invests around 14% of its GDP in its military, and the populace also show support by the extremely high rate of enlistment.
The Confederation Corps is the combined armed forces of the Confederation, seperated into three corps: Star Corps, Military Assault Corps and Border Patrol Corps. It is by far the most powerful military force within the Alpha and Beta Quadrants, only the Dominion's military can rival it at best.
Culture[]
Culture within the COE is very diverse across different planets, but some uniting practices are shared throughout the Confederation.
Celebrations[]
Eradication Day[]
Eradication Day is an important public holiday celebrating Humanitism and the Duty. It is celebrated on 1st March on the Galactic Calendar, commemorating the annexation of the Centaurian people.
Public executions of aliens are an important event of the holiday. The victims are usually political or military leaders, executed by popular figures in the Confederation, such as the President, famous generals or sometimes celebrities.
The month of February leading up to Eradication Day is known as Motherland Month. Schools would usually use the month for more patriotic education and events.
Religion[]
Although Humanitism rejects any form of religion, they are still an important tool in establishing control over the population and spreading the aforementioned ideology in the Confederation.
Since the earliest days of the Confederation, the Congregation for Ideological Enlightenment (CIE) utilises popular religions such as Islam and Christianity for propaganda.
Economy[]
Economy of the COE is strictly controlled by the Congregation for Economic Planning. It is centered around Vending Replication technology.
Foreign relations[]
As a xenophobic regime, the COE has a hostile attitude to most alien powers. Zefram Cochrane famously proposed "a safe galaxy is a human galaxy", which became a central belief in Humanitism.
Andorian Empire[]
Andorian Empire was the first power Humans ever defeated, with the help of the Tellarites. After the formation of the Confederation, remaining Andorians rebels are being only constantly hunted down.
Betazed[]
Upon discovery, Betazoids were encouraged to interbreed with humans in order to gain Confederation citizenship. This was quite controversial when proposed as it seemingly went against Confederation doctrine, but it was justified by the potential telepathic ability of hybrid offsprings which is beneficial for humanity overall.
By the 2370s "pure" Betazoids were largely extinct.
Cait[]
The Caitian is currently a slave species under Humanity, the United Tribes of Ferasa supplies slaves to the COE in exchange for the continuation of their species. Many Caitians end up in exotic brothels for some reason. Curious.
Centaurians[]
Deltan Union[]
After First Contact in the 2140s, a one-year observation period was initiated. In 2143 the United Earth government declared the Deltans to be a sub-species of Humans, and in 2160 the newly established Confederation offered membership to the Deltan Union.
Currently, the Deltan Union is one of the three Protectorates of the COE, and the species is well integrated into Human society.

The Klingon Empire remains split between warlords and the Great Houses, in a state of constant civil war. There hadn't been any major conflicts with the COE since the 2370s.
Romulans/Remans[]
After Shinzon's coup d'état and death, the newly established Rihannu Star Empire remained in a tense cold war state with the Confederation.
Tellarites[]
Tholian Assembly[]
The Tholian Assembly remained in relatively peaceful relationship with the COE from First Contact in the 2150s until the Dominion War in the 2370s, where they joined the Dominion forces temporarily.
