The Nobleverse refit was made when the fifth ship bearing the name of Kelvin was commissioned under the Christian Research Contract. The USS Kelvin-D was the first ship of the class. The class was the first class to be fully made by the Contract, with the soon release of the Pluto-class. It was developed by Montgomery Scott as a hobby. He gave the plans to the CRC, they added their own plans too, after two years of construction, the ship was made.
