Memory Alpha was the first in a series of outpost facilities constructed as part of the Memory Project, an effort to document and store the Federation's extensive library of knowledge. It originally contained the full library, but moved to house the sciences as additional facilities were constructed, all of them connected to a central core at Memory Prime.
In the Cryptic universe, a section of Starfleet R&D was housed at Memory Alpha.
In the 25th century it was protocol to upload all the sensor and captain's logs created during a starships new mission to Memory Alpha, where the information was then downloaded into the memory cores of all Federation starships to ensure that the Federation's civil and naval fleets were all up-to-date.
