Starbase 514 was a major Federation installation of the Buckingham-class in service with Starfleet during the 24th century.
Location[]
Starbase 514 is located around the planet of Berengaria VII in the Berengarius System beyond the identified territories of the First Federation and near the borders of the Breen Confederacy. It is the farthest located major Starfleet facility in the Alpha Quadrant leading towards the distant boundaries of the Gamma Quadrant.

Vanguard Command[]
Starbase 514 was commanded by Commodore Elizabeth Shelby, who is the concurrent Deputy Sector Commander of Berengaria Command, under Rear Admiral Mackenzie Calhoun, who is Sector Commander. It is the home port and headquarters of Task Force Regent, which is also commanded by Admiral Calhoun.

History[]
Starbase 514 was already operational for years when Vanguard Command was established and made operational in 2385. But to prepare it for its new role, it was towed there from its original location by the ships of Task Force Regent using the technique devised by Deep Space 9 II Chief of Operations Miles O'Brien of having the station's deflector shields to lower its inertial mass to a level sufficient for movement at low warp speed. It is the only major Federation Starfleet facility that is nearest to the borders of the Gamma Quadrant. It also received extensive refits from Starfleet to place it on par with the other sector command headquarters under Vanguard Command.
Functions[]
Starbase 514' fulfills the following important functions:
Science research – Although most of the scientific research activities of the Federation and Starfleet are done at the undersea complex of Berengaria Base, most of stellar science researches are done in Starbase 514. With its numerous and advanced sensor arrays, it serves as the stellar science research laboratory center of Starfleet in the region.
Diplomacy – Through its full diplomatic facilities composed of embassy suites, diplomatic housing, mediation halls, and conference rooms, it serves as the diplomatic hub of the Federation in the region.
Commerce and Trade – Through the habitat section's main concourse, the station plays host to hundreds of business establishments from more than a dozen different worlds.
Starship support - It provides maintenance, repair, and support for starships in the sector and beyond. With the fourteen (14) Type-1 drydocks in station keeping around it, Station Starbase 514 was also capable of conducting full-scale starship construction for Starfleet and the Federation.
Deep Space Exploration - Starfleet Command utilized the station as a platform from which to stage exploratory missions towards the edge of the Alpha Quadrant.

Station Defense[]
Starbase 514 has an arsenal of 24 Type-XII main phaser turrets, 16 Type-XII point defense pulse phaser turrets and 6 variable-use torpedo launcherson its main hull, and 4 Type-XII main phaser turrets, 8 Type-XII point defense phaser turrets and 6 variable-use torpedo launchers on its ventral hull. The starbase also has a payload of 100 transphasic torpedoes, 1,500 quantum torpedoes and 3,500 high-yield photon torpedoes.
With this firepower, Starbase 514 was a virtual floating fortress.
Starbase 514 was also protected by enhanced, regenerative, redundant, reinforced and multi-phasic defensive shields, and regenerative ablative hull armor. It was also installed with thoron shield generators that provided a seamless energy casing around the station, on the inner sides of the rings, with a separate shell around the Command Center. The thoron-based screen interfered with Starbase 514’s long-range communications and sensors, but functioned as a protective envelope far stronger than typical shields, defending against not only energy weapons and transporter beams, but also actual material objects. While it would not render Starbase 514 impregnable, it could allow the station to withstand some attacks better and longer than traditional shields.
Personnel complement[]
Starbase 514 has a full Starfleet complement of 3,000 personnel. 600 of whom are officers and 2,400 are enlisted. In addition, the station is inhabited by 3,000 civilians from the different worlds nearby.

Upon its assumption as headquarters of Berengaria Command, Starbase 514 was provided the following support ships and auxiliary craft complement:

- The Prometheus-class Assault Cruiser USS Roland, which serves as the flagship of the Base Commander and Sector Commander when needed.
- Two Defiant-class Tactical Frigates
- Four Valiant-class Tactical Corvettes
- 36 Valkyrie-class advanced tactical flyers (4 squadrons)

Starbase 514 also has an auxiliary craft complement of:
- Six Venture-class scout ships
- Six Yellowstone-class runabouts
- Six Flyer-class heavy shuttlecrafts
- Six Type-11 medium shuttlecrafts
- Six Type-9 shuttlecrafts
- Four Admiral's Yacht for the assigned flag officers of Berengaria Command
If needed, the auxiliary craft complement, with their respective weapons systems, which are substantial in their own right, could be refitted for combat to carry more firepower and provide additional defense.
Rapid Reaction Force[]
Starbase 514 was also the home port of two starships that were attached to the Rapid Reaction Force, the New Orleans-class Heavy Frigate USS Renegade and the Diligent-class Tactical Frigate USS Chagri. While the Chagri has a designated docking port on the station, the Renegade has its own drydock that was in station keeping to Starbase 514, which doubles as its designated berth.

Alternate flagship[]
Starbase 514 was the home port of the alternate flagship of Task Force Viceroy, the Odyssey-class Command Battleship USS Glorious. It was the primary rapid response force, or mission specialist, of Task Force Regent.
